Any land included in the resolution is hereby declared to be a zone that warrants development rights. To comply with the purposes of this chapter, the municipalities whose territorial delimitation are located within the lands identified in the resolution as agricultural reserves, may adopt ordinances to establish programs for the transfer of development rights, pursuant to the provisions of Section 13.02 of Act No. 81 of August 30, 1991, as amended [sic], entitled 'Autonomous Municipalities Act of the Commonwealth of Puerto Rico', on the new competencies to make urban development viable; and Regulation No. 21 of the Board, to be employed within the territorial limits or the [inter]-municipal agreements.\nHistory —Aug. 9, 2008, No. 242, § 11.
