The Agricultural Development Corporation and the Agricultural Services Administration, as well as the Guaranteed Income and Farm Insurance Programs, shall transfer all their powers and duties, within the term of six (6) months from the effective date of this act, providing, that every two (2) months the Secretary shall render a report to the Governor and to the Legislature on the progress of said transfers, and at the end of the six (6) month period, shall submit a final report to the effect that such transfers have been completed.
