(a) Criteria. — The Secretary of the Department of Agriculture shall evaluate each application for an Agricultural Loan Warranty and Agricultural Loan pursuant to the regulations adopted under §§ 189-195 of this title. If the application is approved, the Secretary shall issue an Agricultural Eligibility Certificate to the petitioner.(b) Evaluation. — The Economic Development Bank for Puerto Rico shall evaluate the application for financing in all its items and require the submittal of the Agricultural Eligibility Certificate issued by the Secretary of the Department of Agriculture.
