It shall be the duty of every owner or operator of a business engaged in selling, leasing or providing certain dog training programs, to notify the Department of Agriculture of the sale or lease of any dog, or the various dog training programs, within 72 hours following the sale or lease of any dog, including the name and address of the purchaser or lessee, as well as a description of the dog and its registry data.
