The Administrative Judge of each part shall issue the orders and rules as are necessary for a better administrative functioning of that part in all matters not provided for in these rules or in any other applicable rules and regulations.In any matter in connection with the administration of personnel of the Court of First Instance these rules shall be considered supplemental to the Rules and to the Regulation of Administration of the Personnel System of the Judicial Branch.
