At the informal hearing, the Examiner shall hear the parties notified to appear thereto. The Examiner shall prepare a report for the Supreme Court with his recommendations within a period that shall not exceed fifteen (15) days. In cases where the Examiner is the Supreme Court itself, the report shall consist of its order issued to such effects. When the Examiner is a judge, a commissioner or a board of two or more commissioners, the report shall be submmitted to the office of the Clerk of the Supreme Court.The legal standards on evidence and the Rules of Civil or Criminal Procedure shall not be applicable.
