When the Governor deems it pertinent to submit any Reorganization Plan for the Judiciary Branch in order to achieve any of the objectives of this chapter, he shall remit a plan to such effects to the Legislature, with the corresponding identification number. Together with the plan, the Governor shall send an explanatory report thereof where he shall justify the need for its approval, pursuant to the provisions of this chapter. This Reorganization Plan could contemplate the approval of legislation through the special reorganization procedure established in this chapter, as well as any Judiciary Branch Reorganization Plan which contemplates a constitutional amendment, which special procedure would be subject to what is provided in §§ 1 and 3 of Article VII of the Constitution of Puerto Rico, preceding Title 1.
