The filing of the Reorganization Plans before the Legislature shall be done immediately, in both Chambers, not later than forty-five (45) days before the closing date of a Regular Session and not less than twenty-five (25) days before that of a Special Session. Should the Governor file a Reorganization Plan less than forty-five (45) days before the close of a Regular Session, by means of a Joint Resolution, the number of days needed to complete the forty-five (45) days shall be extended, for the sole purpose of completing the handling of the Reorganization Plan during the days that have been added to the Session.
