The Chief Justice of the Supreme Court shall establish a judicial education system to promote the professional and intellectual betterment and the development of skills of judges of the Court of First Instance and the Court of Appeals, as sensible, fair, efficient, and effective officials in the administration of justice. Among others, said system shall implement periodic educational programs for newly-appointed judges, as well as programs aimed at addressing the needs of mandatory continuing judicial education for all judges. Provided, that as an inherent part of said judicial education system, judges of the Court of First Instance and the Court of Appeals shall be required to attend training every two (2) years on topics of child abuse and protection, as well as on changes in policies and procedures related to the 'Child Safety, Well-being, and Protection Act'.
