The seat of the Court of Appeals and its Office shall be located in the city of San Juan.The Court of Appeals shall operate in panels of not less than three (3) and not more than seven (7) judges designated by the Chief Justice of the Supreme Court, whose sessions and hearings may be held in the Judicial Center of the corresponding region of the Court of First Instance where the matter under consideration originated, or as determined by the Chief Justice of the Supreme Court.The Chief Justice shall assign panels to deal with cases originating in the Judiciary Regions and may assign panels to address recourses by matter or characteristics.
