A Judicial Evaluation Commission is hereby created, attached to the Office of the Chief Justice of the Supreme Court of Puerto Rico, with the power to develop and apply a system to evaluate the performance of the judges of the Court of First Instance that complies with the following institutional purposes: provide the most adequate information to promote the commitment of the judges to their own professional improvement; recommend continuing education and professional improvement programs; address the needs of the judicature efficiently and effectively; recommend a more suitable allocation and a better use of the judiciary resources, and make recommendations to the Governor regarding the renomination and promotion of judges.
