The Evaluation Commission shall be composed of nine (9) members selected and appointed by the Chief Justice of the Supreme Court. One (1) of its members shall be a Justice of the Supreme Court, who shall act as the Chairperson of the Commission, at least one (1) member who shall not be an attorney-at-law, and one (1) member with experience in managerial and administrative matters.
