The law libraries of each part of the Court of First Instance shall be under the control of the judges of the respective parts, who may permit the officers of the court and members of the bar to consult the books in such libraries, under such regulations as they may prescribe: Provided, That no book shall be taken out of any library except by a judge of the court.
