A Judicial Council is hereby created composed of the following nine (9) members: The Chief Justice of the Supreme Court and an Associate Justice of the said Court, who shall be designated by the Chief Justice, the Secretary of Justice, a Court of First Instance Judge designated by the Secretary of Justice, the Chairman of the Committee on the Judiciary (Civil) and of the Committee on the Judiciary (Penal), of the Senate, the Chairman of the Committee on the Judiciary (Civil) and of the Committee on the Judiciary (Penal), of the House of Representatives, and the President of the Bar Association of Puerto Rico; Provided, That the law clerk of the Chief Justice of the Supreme Court shall be the Executive Secretary of the Judicial Council.
