The Secretary of the Treasury is hereby directed to promulgate rules and regulations for complying with the provisions of §§ 363 and 364 of this title and to provide the procedure for transferring to the General Fund of the Treasury the balances mentioned in § 363 of this title; Provided, That both the transfer of said balances and any disbursements to be made as a result of claims arising in relation thereto, shall in each case be made upon order of the competent court and shall be effectuated in conformity with the provisions of Act No. 409, approved May 13, 1947.
