The public defenders shall be remunerated for the services which they may render, in accordance with such rules for the fixing of fees as the Secretary of Justice may prepare and promulgate. Authority to do so is hereby conferred upon the Secretary of Justice. The sum which is deemed necessary to carry out the purposes of §§ 426—429 of this title shall be appropriated in the general budget of expenses of the Commonwealth Government.
