The Supreme Court of Puerto Rico is hereby empowered through the Bureau hereby created to issue, free of cost, certified copies translated into English of any judgment records or documents mentioned in § 502 of this title, upon request of an insolvent defendant or litigant, or his counsel, for the purposes provided in the above section. The Supreme Court of Puerto Rico is hereby empowered to fix by regulation the norms which shall govern the determination of the status of insolvency of the party seeking to avail himself of the benefits of this chapter.
