These rules shall contain norms for the objective evaluation of the officers and employees of the Judiciary Branch.The officers and employers, except as determined by the Supreme Court by said rules, may be suspended or removed only for good reason, through the preferment of charges and shall be entitled to defend themselves and to be heard in the manner provided by this chapter.
