The centers or programs established under this chapter shall fulfill the following requirements:(a) To provide for the prompt solution of specific matters of civil or criminal nature, in an informal and simple manner without resorting to adversary procedures.(b) They shall be located in the neighborhood or community in which the services shall be rendered, or in a place conveniently accessible to the participants, and shall offer its services for the settlement of disputes in such hours as may be convenient for the participants, including weekends and afternoon and evening hours.(c) They shall provide the services of neutral persons who will not have the power to impose sanctions or penalties, but who will try to informally facilitate negotiations between parties so that a solution to the conflict can be reached.
