The Secretary of Justice is hereby authorized to contract for the services of physicians, psychiatrists and psychologists, whether American or alien citizens, not heretofore authorized to practice the medical profession in Puerto Rico, for the purpose of rendering professional services in the penal institutions of Puerto Rico. The said appointments shall not be subject to the provisions of the Personnel Act, Act No. 345 of May 12, 1947, nor to the requirement of citizenship. History —May 14, 1949, No. 361, p. 1106, § 1.
