The Secretary of the Treasury is hereby authorized to reimburse the treasurers-school directors and the treasurer of the Government of the Capital, from the annual appropriation authorized in the Commonwealth budget, the expenses incurred by the municipalities in the maintenance of prisoners detained in municipal jails for violations of Commonwealth laws, based on the rate of daily ration that the Secretary of Justice may prescribe through regulations.
