That such persons as are entitled to practice the profession of law in the Supreme Court of Puerto Rico are hereby constituted into a body corporate, or quasi public corporation under the name of Bar Association of Puerto Rico, to be domiciled in the Capital, provided a majority of such persons so decide by referendum to be held for the purpose, as hereinafter prescribed.
