The bylaws shall provide for district committees or local organizations to be elected or designated, and to function and perform their duties, in such manner and under such conditions as the bylaws themselves may specify; but the election or designation of such persons who shall constitute said committees or organizations shall be effected, save in case of waiver of such power, by the members of the Association residing or having offices in the respective territorial jurisdiction of said committees or organizations.Vote shall be cast by regular or electronic mail, under the requirements set forth in the preceding section.
