The bylaws shall provide for all such matters as have not been provided in § 771—783 of this title, including everything concerning functions, duties and proceedings of all organizations and officers, calls, dates, quorums, forms and requisites of general conventions and meetings of the Governing Board; elections of directors and officers; standing committees; budgeting or expenditure of funds and disposition of property of the Bar Association; terms of all offices, creation of vacancies and manner of filling them; Provided, That, in case a second call is required for the holding of a General Convention of the Bar Association, the number of those present at such second convention shall constitute a sufficient quorum for the purpose.
