The Secretary of the Treasury, in consultation with the Administrator, shall promulgate the regulations necessary for the receipt, deposit and disbursement of the funds deposited in the bank accounts created herein and to establish the internal control measures and the accounting of operations.\nHistory —July 22, 1974, No. 116, Part 1, p. 501, § 45, retroactive to July 1, 1974.
