The Administrator is authorized to execute with the federal authorities or with the authorities of any of the states of the Union, the District of Columbia and the Virgin Islands, such agreements, such pacts or contracts as are necessary to govern everything concerning the expenses defrayed for the support and care of the convicts transferred and their transportation, custody and supervision from the remitting state to the Commonwealth of Puerto Rico.
