The provisions of this Compact shall be separable and if it is determined that any phrase, clause, sentence or provision is unenforceable or is declared unconstitutional by any compacting state or territory or by the United States, the validity of the remainder of this Compact and its applicability to any government, agency, person or circumstance shall not be affected. The Compact shall remain in effect regarding other states and territories and in relation to the affected state or territory all remaining parts shall have full force and effect.\nThe provisions of this Compact shall be liberally construed so that its purposes may be achieved.\nHistory —Aug. 11, 2004, No. 208, § 1, art. 13.
