For the purposes of this chapter, the term 'crime victim' means:(a) Any natural person against whom any crime typified in the laws of the Commonwealth of Puerto Rico or the United States is committed or attempted to be committed, or(b) the legal tutor or guardian, surviving spouse or relative up to the third degree of consanguinity of such a person, when the former is deceased, whether a minor, or physically or mentally incompetent to appear to testify.
