All departments, agencies, and public instrumentalities and corporations, as well as the municipalities, shall purchase preferentially and directly, those products, goods and services generated by the activities and programs whose establishment is hereby authorized, if they reasonably meet the requirements with regard to specifications and quality, if they are available for delivery in a reasonable time, if the funds needed for their acquisition are available, and if the prices compare reasonably with the current market prices.\nWhen purchases are made from the Corporation, the departments, agencies, and public instrumentalities and corporations of the Government and the municipalities of the Commonwealth of Puerto Rico shall not be bound to comply wth the public bidding requirement.\nIn the direct preferential purchases from the Corporation by the departments, agencies, and public instrumentalities and corporations whose expense budget comes from the General Fund, the Office of the Management and Budget shall establish a line item for the payment of the purchasing services offered by the Corporation to these agencies.\nHistory —Aug. 6, 1991, No. 47, § 17, eff. 30 days after Aug.
