The notaries, at the request of a party or on their own initiative and under their oath, signature, sign, flourish and notarial seal, shall extend and execute certificates which consign facts and circumstances witnessed by them or of which they have personal knowledge and that due to their nature do not constitute a contract or juridical business.\nHistory —July 2, 1987, No. 75, p. 242, § 30, eff. 60 days after July 2, 1987.
