For the purpose of conforming existing corporations to this new subtitle, the Secretary of State is hereby empowered to set forth a window of opportunity as a transitory measure, which shall not exceed from five (5)-months, for any non-profit corporation owing corporate reports to have the opportunity to file such reports, even pro forma, through payment of double the amount of the annual fee that such corporations would have paid for such reports without imposing any additional penalty.
