The Secretary of Transportation and Public Works is hereby authorized and empowered to execute or accept, in the name of the Commonwealth of Puerto Rico, whatever deeds may be necessary to carry into effect any exchange, sale or transfer of title of lands in pursuance of the provisions hereof.
