The Secretary of Agriculture shall be empowered to establish nurseries for the above-mentioned species, for the purpose of promoting the planting of fruit trees on the highways of the Commonwealth as herein stated, and to make experiments in regard to all other species of fruit trees, which, on account of their adaptability can be used to carry out the purposes of §§ 28—30 of this title.
