The Secretary of Transportation and Public Works shall cooperate with the Secretary of Agriculture in order to obtain the greatest success in the planting of the above-mentioned trees on the highways of Puerto Rico, and for that purpose, he shall adopt the measures necessary for the distribution of the fruit trees supplied by the Secretary of Agriculture in accordance with the provisions of §§ 28—30 of this title, and at the same time provide whatever he may see fit for the protection and maintenance thereof.
