The sum of one thousand dollars ($1,000), or such part thereof as may be necessary, is hereby appropriated out of the funds set aside for the maintenance of roads for the year in which the contest is held, to meet the expenses for the printing of diplomas, to use for the cash prizes, and to pay all other expenses arising from said contests.
