The Secretary of Transportation and Public Works is hereby authorized and empowered, whenever in his judgment it shall be for the best interests of the Commonwealth of Puerto Rico and there shall be funds available for the purpose, to reconstruct any section of a road, already built and under maintenance, in order to lighten the grade, ease the curvature, eliminate obstructions, obtain an easier or more direct route, or in any other way improve the location, alignment or general conditions of the said road.
