The Authority shall submit to the Legislature, annually, a master development plan, containing the program to be executed during the following fiscal year, at the beginning of each regular session. The Authority shall also submit (1) a financial statement and complete report of the business of the Authority for the preceding economic year, and (2) a complete report on the status and progress of all its traffic or transportation facilities, and activities since creation of the Authority or the date of its last such reports to the Legislature and the Governor of Puerto Rico, as soon as possible after the close of the Commonwealth Government’s fiscal year, but prior to end of the calendar year.
