It is hereby provided that the transfer of ownership of a sign or advertisement, to which ARPE has issued a permit, shall not [invalidate] the sign or advertisement’s permit. It is Provided, That it shall be the responsibility of the person who buys a sign or advertisement to notify ARPE of any change of owner and provide all the corresponding information.
