Permit applications for the installation of signs and advertisements, duly filed before ARPE prior to the effective date of this act, shall be considered to be filed pursuant to the applicable provisions of law at the time said applications were filed. Nevertheless, in case a permit so applied for may be granted under the provisions of this chapter, but could not have been granted under the provisions of prior laws, ARPE shall then grant it pursuant to this chapter.
