The Secretary is hereby authorized to prescribe regulations with regard to the best use and maintenance of the highways, following the basic norms of this chapter, which regulations shall have the force of law. The Secretary is also authorized to collect such fees and to require such bonds as he may deem convenient and necessary to guarantee compliance with the regulations and conditions established therein.\nHistory —May 30, 1973, No. 54, p. 135, § 2-03, eff. 30 days after May 30, 1973.
