No person shall discharge or cause to be discharged sewage or domestic and industrial wastes or any liquid which is nauseous, malodorous or noxious to the public health into the ditch or drainage and works of the highway.\nViolators of this section shall be guilty of a misdemeanor and upon conviction punished by a fine of not less than fifty [dollars] ($50) nor more than two hundred dollars ($200).
