No person shall pile construction materials, fertilizers, earth, fruits or other objects on the borders of the highways or hang clothes or cloths on the fences contiguous thereto. Any person who violates this provision shall be guilty of a misdemeanor punishable by a fine of not less than five [dollars] ($5) nor more than twenty-five dollars ($25) and each day the violation persists shall be considered as a separate and independent offense. It is, however, provided that in those cases deserving an exception from the foregoing prohibition, it shall be authorized through a written permit by the Secretary or his authorized representative.\nHistory —May 30, 1973, No. 54, p. 135, § 6-06, eff. 30 days after May 30, 1973.
