Any sales dealer of motor vehicles or trailers who wishes to participate in an auction proceeding held by a redistributor of motor vehicles or trailers shall present a copy of his/her license as dealer of motor vehicles or trailers issued by the Secretary of Transportation and Public Works, as well as a written authorization issued by the enterprise, business, dealership or company in which a persons is designated to represent the dealer at an auction and a copy of the checks used by the sales dealer of motor vehicles or trailers to make his/her payments.
