Law enforcement officers are hereby empowered, together with the Department of Transportation and Public Works, to conduct administrative inspections of any establishment devoted to middleman operations as defined in this chapter. Provided, That any person operating any establishment without holding a proper dealer license shall be guilty of a misdemeanor and punished by a fine of not less than five thousand dollars ($5,000).
