Any person who engages in the sale of heavy construction or agricultural equipment units on retail and who sells, as part of a company, business, dealership or establishment, heavy construction or agricultural equipment units for a profit, shall be under the obligation to apply for, procure and obtain the registration and the certificate of ownership of every unit he/she sells, before or simultaneously with the completion of the sale.
