The Secretary is hereby conferred the authority to regulate on all matters concerning the register and the documentation necessary for the registration of any heavy construction or agricultural equipment unit to be final. The Secretary is authorized to determine by regulation the amount to be paid by the party requesting the recording of any lien on the register.
