The Secretary shall refuse to register a heavy construction or agricultural equipment unit transfer in the following cases:\n(a) When said registration results in a violation of this chapter or any other applicable law or regulation.\n(b) When the information provided in the transfer document or documents is false or insufficient.\n(c) When the transfer requirements established in this chapter are not met.\n(d) When the transfer registration fees have not been paid or when there is any kind of lien placed on the unit.\nIn any case in which the requirements necessary to register the transfer have not been met, the Secretary shall communicate said fact to the interested parties in writing.\nHistory —Sept. 30, 2004, No. 531, § 3.11, eff. 6 months after Sept. 30, 2004.
