The Secretary shall have the power to regulate all matters pertaining to the issuance, provisional registration, and to the documentation he/she may deem necessary for the final registration of any motor vehicle or trailer with the Office of Drivers Services (DISCO, Spanish acronym). The Secretary is hereby authorized to determine, through regulations, the amount the petitioner must pay for listing any lien in the Registry of Motor Vehicles and Trailers of the Department. The money collected on said account shall be deposited in its totality in a Special Fund devoted to improving the services, facilities and mechanization systems of DISCO. Those liens for which the way and manner in which the payment is to be made is provided by law are exempt from this provision.
