No person, with the exception of the Police of Puerto Rico, the Municipal Police, or the Traffic Control Corps of the Department, shall drive, remove, or handle a vehicle without the prior authorization of the owner or person in charge of the vehicle.\nThe Police may remove any vehicle found on the public road after having been informed of the theft thereof, or a complaint having been filed before a judge or magistrate by virtue of which an arrest warrant has been issued on a charge of theft, or embezzlement with regard to said vehicle, or under the circumstances established in § 5299 of this title.\nHistory —Jan. 7, 2000, No. 22, § 10.18, eff. 1 year after Jan. 7, 2000.
