Except in the case of vehicles used in rendering public services such as fire engines, garbage trucks and such other similar ones that are owned by the Commonwealth of Puerto Rico, any of its agencies or instrumentalities, or public corporations or municipalities, except as otherwise provided by the Secretary through regulations to such effect, no person shall ride on the cargo or in any part of a vehicle other than its cab.
